DeviantArt has been a fantastic site in forever. I use it for a lot of backgrounds. Photoshop brushes used to be amazing too.

I used to make graphics on WF and hated everything I uploaded.

Avatars seems to be where I've found my stride. I struggled with sigs a bit, but the ones I made for Blaze and Deth is better than what I used to do.
