well the thing is most other countries and states dont really have these issues though. and youve deregulated the entire thing, so its being run on bare minimum for the sake of profits and ''efficiency" . obviously i dont have skin i nthe game and im not the most educated on the issue, but from everything ive read, its compelte mismanagement, enron-like monopoly, and likely its only going to get worse. cuz you know ,global warming is a thing and the weather is going to get hotter lol
