I personally just think a gun owner has to undergo an extensive mental evaulation from a doctor before they can have the right to own a gun. Even then, that doesn't stop the other end of the spectrum is the massive amount of illegal guns on the street or simply going to the darkweb to snatch up guns. So, we can put that in place but there is still a way to get a "gun" if you know the right people.
