It's true, I think they bring that up in quite a few of the superhero movies.

Yeah those always make for good stories, government vs superhero stuff

Other villians at least have codes and reasons for doing things. Joker just kills for plain fun

I think that was a plot point to the civil war comic

Yeah I think they had quite a few things build to the Civil War in comics

I know a big factor was some New Mutants arc that ended in a disaster that was probably something like Wanda blowing up that place in the movie

saying heroes were destroying entire cities and killing innocents inside those buildings just to stop one person who wouldn't even be there if it wasn't for them in the first place.
