They turned him heel because people weren't getting behind him and he had no momentum. They clearly wanted Bryan in the match for a while and if you add him to the match he's going to take the shine away from Edge as a babyface so makes perfect sense to turn him heel and present him and roman as the mega heels for the babyface to overcome rather than letting him get a half reaction and be the one person in the match that nobody really cares about
