It's a bit of both. If Trump had a legitimate landslide he might not say it was fraud, he would probably thank all his supporters for giving us our first fair election or something. But obviously they don't think a landslide is possible anyway so they're just getting ready to call for fraud regardless, if he wins close he can say they have to pass whatever to limit voting to avoid as much fraud in 2028
