At that point there was still some intrigue there... but they fizzled out the Elite takeover storyline. Don't forget, at that moment it looked like there could've been a huge faction wars starting with 3, 4 different groups.

One of the many stories where I feel they had that initial idea, immediately started it, then weren't able to figure out the second half/last third
