Can you start a new TEW game unemployed and basically just observe what the simulations doing with the World?

you can do that in both TEW, and PWS, yes.

I've actually done it before and just watch what happens a couple times. They even got it so you can make it so every single company starts with no contracted talent, and see who goes where.
