Not against part time Wrestlers if they are used right. Seriously WWE needs to quit putting them against guys that are already big stars/past the best parts of their careers, because besides Punk vs Rock that's all we see, Cena vs Rock, Cena vs Lesnar, Taker vs HHH, NONE of these matches are advancing any thing, they're good for ratings but nothing else, because all of these guys will be gone soon enough and then WWE has an issue. They need to have more part timers vs up coming talent, not Rock vs Cena, it doesn't advance any thing about the company, Cena is at his peak, Rock is at his peak.

How about Ziggler going clean over HHH, Barrett cleanover Taker, stuff like that? These wins will give the guys what they need to get superstar level and become the future of the company. No one will advance by getting clean wins over Boreton, heck clean wins over Cena wouldn't even make someone a superstar.

!!! Clean wins over Cena would make anyone a superstar. The reason Ziggler hasn't looked good against Cena is that he has yet to have a clean win against him. If Ziggler pinned Cena clean in the middle of the ring on PPV without any help from AJ or Big E it would have taken him to the next level and made him look legitimate. I agree that a clean win over Orton doesn't mean as much but it is more to do with how the clean wins have been booked against him. They rarely happen on PPV and if they do Orton simply beats them twice to render that win pointless.

The Rock has only had two feuds so far so you can't blame WWE for trying to book the biggest money feud first in Rock vs. Cena for a generation vs generation match. Now Rock is feuding with CM Punk, they could easily have had him face HHH, Undertaker, Jericho or one of the other huge names from his generation but he is instead facing the new guy on the block in the mainevent.

HHH does put guys over look at what he did for Sheamus. I do think that going forward they should look to use him to put over another guy like Sheamus/Batista, another rising star that is destined to mainevent. Taker, there is no real point putting a newcomer against him anymore he doesn't have many matches left so they should all be marquee matches.
