Can’t even remember the last time he supposedly got booked on SmackDown but that makes sense. Since I’m new, I don’t really know the difference between can make points but can’t start. Would you be able to clarify that a little bit further?

The shows that score are Raw, SD, NXT, Dynamite, Rampage, and Collision (and all those brands PLE/PPVs). In this example on the bench Juaquin wilde scored 2 points for losing a tag match on NXT (LWO & Good Brothers lost to Axiom/Frazer) and 4 points for losing the Andre The Giant Memorial Battle Royal. Given that he is rostered to Smackdown, he is eligible to be placed in either flex spot or the Smackdown slot. Since he is not on WWE.com NXT roster he is not eligible for the NXT position.
It's much like if, in fantasy baseball, a 2nd baseman isn't eligible at 1st base if he is thrown there in a pinch for one appearance. For the purpose of making it a bit easier for me the sole judgement as to who is eligible where is the official websites for both companies.
