I agree ive never really understood it myself tbh. Its probably to do with money. Maybe licensing the tracks to be played in all EU countries is difficult with huge stars like 1D
That's true but they could make a rule that the songs must be new and can't sing it anymore...

Why can Israel take part: Because Israel, whilst not geographically a part of the union considers itself part of Europe and is in large considered to be a cultural part of Europe by European countries. Thus it is allowed to partake in the Eurovision and other events like the European football championship. Due to a close working relationship with the EU on a lot of levels.
