e-Fed Sub-Forum & Group

Once the e-Fed is up and running we're going to need a sub-forum for the creative team/bookers.

Also, we would need a group to allow only certain people to view the creative forum.
This doesn't need an image, just set it so that people can't set it as their display group, but I believe they should still be able to see the forum.
