As much as I hate to defend WWE, but the people who blame them for their thinking simply don't see what is actually going on. Wherever you look, the male dominated "fan" base of the whole business (not only WWE) weighs looks so much higher, when it comes to female wrestlers, so why wouldn't they put that on top of their list for finding new prospects. Also I'm pretty sure other companies aren't as innocent about this, as it's made out to look like, by pointing the finger towards the WWE.

That doesn't mean we automatically will have another era of Bra & Panty Pillow Fights in pudding filled kiddy pools in the WWE.

Plus if you're essentially gonna be training them for scratch like what seems to be the case, why wouldn't you go with the hot ones. There's always gonna be exceptions to the case but I think the point still stands.
