The WWF as a whole had an influx of that, so it isn't fair to say that made them. Yeah TLC was big and grew into an attraction that sells a ppv, but the teams were still built properly, hyped up with videos, and managed well
The division only lost steam when the draft split up every team WWE had which were popular and selling. The only two partners kept on the same show were Edge and Chirstian who had broken up at the time. It wasn't like the Hardys, APA, Dudleys, E&C weren't over and getting people off their butts in normal matches. In fact the Hardys made more money off their merch and for the company than the likes of the Road Warriors, Harlem Heat, and so on could ever dream of. My point is it can be done and WWE killed their own division witht the first draft, but even since then they have shown they can create a team to make casual people care and react with Kane/Show, Book/Goldy, Los Guerreros, Jerishow, MNM, and Morrison/Miz. I happen to think it is salvageable with tweaks to how they use it because the actua tag wrestling is far from poor (I know people don't watch superstars or NXT here )
