His resume of matches he has partaken in and things he has done negates the idea that he is a goof un thus unable to be taken as a serious threat (See Santino and Heath Slater).
Like some said, he is comedic, but doesn't necessarily make him a joke. Chris Jericho was comedic for stints of his career, as was the Rock and Kurt Angle. And Bryan is still being taken as a serious contender in as good as all matches he wrestles in. His win/loss record also speaks against the assumption that he jobs.

Busting out the "another era" excuse is a cheap way out. Bryan just like Kurt and Rock has a serious side which comes out when he steps out in the ring. Him screaming yes or no at the end of his strikes or kicks doesn't make him a joke.
