Two options I came up with:
*We can book regular matches that they TT for but we don't book any title matches. Then, we judge the matches and choose the winners like usual. However, we write segments to interlude between each matches with guys pinning everyone else, ala the Hardcore Title 24/7 rule and when they win, they become champion. They are interim champion for the time being. Whoever is champion at the end of the PPV is the champion.
*Instead of booking regular matches, we only have two TT threads: One for WAR and One for HONOR where everyone gets a chance to TT for a chance at the title. We put a limit of, oh let's say 2 TTs a piece per TTer. Whoever is the best will end up with the belt at the end of the match via the 24/7-like rule. All through the night, it's two big free for alls, One for WAR and One for HONOR. Derrick can write the beginning for the HONOR match and then stop somewhere and then let Lukas take over....or vice versa. Same for Andrew and I over on WAR. We decided who gets the belt at what time but, ultimately, we decide an Undisputed winner at the end to become champion. This PPV will only have 2 matches but these two matches will take up the bulk of the show.
