ADR, Punk, Henry, Orton, Show, Kane, Jericho, Christian and Sheamus will be however go back to basically any time before 94 and Savage would have been a lock so I guess we'll never know for sure.

Depends on if they stick around after they retire and keep a good relationship with WWE.

The for sure locks would be Orton, Kane, Big Show, Jericho, Mysterio and I would bet anything Miz eventually gets in as well. Punk you never know because of his personality how he & WWE's relationship will be down the line.

The others depend on how long they stick around. It seems just about anyone who is relevant for at least 3-5 years in the midcard is guaranteed a spot in the hall of fame, if they also maintain a good relationship with the company as well. That means guys like Sheamus and The Miz and Dolph Ziggler and Kofi Kingston and R-Truth (who had his first stint in the company as far back as 2000/2001) will probably end up with guaranteed spots as well.
