yeah I'm pretty sure legal action could be taken in this situation, if they are not allowing her any freedom whatsoever, not allowing her to leave on her own volition then yeah that's basically false imprisonment

he might want to get her out of there but he could be afraid he can't provide for her

she must know she can leave but for some reason she is too afraid to

it could be the stepdad threatening to do something to her mother if she leaves

Yeah.. $120 per person round trip... It'd be about 175 to get him there and back and get her back... I'd be willing to pay it.
