I disagree with the notion that PPVs = TNAs business. They are probably lucky to break even on PPVs with their shitty buy rates. They make money from advertisements during Impact and House Shows/merchandise ect

Shouldn't they then try to improve their buy rates for the the ppv's and make it their business? By giving away a title match a month they remove a potential draw to the ppv's if built correctly and marketed correctly.

In theory sure. But let's not sit here and pretend they haven't had some of the best built PPVs in recent memory in 2012. The Lockdown build was 10/10 and they still aren't going to sell PPVs. Having one title match a month on TV will affect their PPV buys exactly none.

I don't even know what Meltzer or Carter claimed the buy rates to be.. just saying obviously they didn't spike dramatically. If TNA sold 15k PPVs it would be a monumental achievement for them, but it still wouldn't make them a ton of money, which is my point. TNA isn't making a lot of money off of PPVS no matter how they build them. It isn't a cash cow for them like WWE PPVs are for them

I think it stems from TNA's marketing department seemingly being crap and Spike seemingly being uninterested in promoting their one wrestling show.

Most of this.

Fun fact: Ever since they started this on OFN, the titles have been successfully defended every time.

I believe titles have changed hands on TV 3 times this year... when Kaz and Daniels won the titles back from AJ and Angle, when EY and ODB Hornswoggled the KO tag belts (got the belts off Gail and Madison while they were feuding) and the Blue shit between Tessmacher and Madison (an angle done to get Brooke and Tiffany over... ugggghhhhhh so fucking Blue), and all of those were for storyline reasons.

Can't see them doing a title change to some random competitor, this'll be a monthly glorified enhancement match for the champ going into a PPV like it was this time, against a different opponent. And I don't see how this random match with Chavo and Hernandez convinced anyone not to buy No Surrender.
