Also, because it's Cena's and rock's very first singles match together. I can't see John turning heel in the 1st singles match against rock. But I can see it happening in the 2nd or 3rd match.
So far all they've done is talk trash. Their 1st in-ring run-in in a singles match with john cena turning heel would feel kind of early [in the feud] for a heel turn. This match is about who's the better man between them.
