He has a proven track record at international and most importantly, he's available at the moment. I think he'd be willing knowing it's not a long term deal.
I think Harry can balance out the England/Spurs jobs until the end of the season and then he can manage England on a permant basis, that is if he wants to manage England but I don't see why he wouldn't.
I don't think he can. Spurs are doing really well this season, they're still in the title picture and I can't see Levy be willing to but their season in jeoprady while they're in the position they're in.
