I enjoy him when he's there, usually (though he can get a bit too cheesy and be too much of a babyface at times). I don't really need to see him night in, night out, sure it would be nice but I don't see what's so horrible about him missing a few shows.
Especially when everyone keeps whining and crying about current/future stars not getting the spotlight. With Rock, Cena, Brock etc gone for so many shows it takes the spotlight away from them for a bit and gives more time for the current/future stars (Shield, Ryback, Sheamus, Ziggler, Aj, Fandango, Cesaro at one point, etc). If Brock, HHH, Rock, Taker, Cena (not a part timer but he hasn't been on as much because of Rocky being MIA), along with Punk are all being on the same shows, every single night, there'd hardly be time for anyone else.
Also, Rock and Brock bring more eyes to the product which means more people tuning into Raw and possibly checking out the current talent. Maybe some even becoming fans of these current stars.

My problem isn't with part timers themselves, I just don't like them holding belts (especially when they won it to drop to the ONE GUY WHO DOESN'T NEED THE RUB).

They are not bad, they are great.
Only an arrogant would say that watching Rock, Brock, Taker and HHH is a bad thing. The main problem is not with them as it is with the way they are booking them to bury young talents instead of putting them over. That's the problem.
