You don't need to bring a system for that. Let us staffs do this manually. People request a username change on an official thread. We approve it the first request and post that you cannot request name change after another 250 posts.

This will get us more posts from users and increase activity as well.

How will it be recorded though? I'm not giving it its own section. Perhaps a thread in the Staff section with the user who requested one and what post count he was on previously, then when he requests one again you just check that thread and do the math.

Well, the first one will be given. We check their current post count and add 250. My post is 8,392 right now, add 250, and say this "Big Hoss Rambler cannot change username until he reaches 8,642 post counts."

We'll only need one official thread to take the requests and reply to the user with that message.

Yeah, but how would you know their previous post count when they next request it without a thread? Not going to get a plugin made for something as simple as this, lol. There would need to be a records thread in the Staff section, else you'd just get lost. Unless you mean you just update the official thread here in the OP with current requests and their post count when they requested. But that's quite messy.

Yah, you're right. It'll get messy. We'll just have a records thread in Staff section.
