I cannot answer for certain. But I think it has to do with the company's image. If they did it with Lanny protesting it would be WWE coming off as the bad guys, which would hurt the company's standing in the public eye. Lanny cannot come off as a bad guy in that scenario unless he said "Randy doesn't deserve it" which he obviously doesn't think.

I don't really see the big deal of the Hall of Fame. I think Randy Savage is still a Hall of Famer truly, he worked the ring good, he was a great entertainer and just awesome overall. If I remember him and Dragon Steamboat made the Intercontinental championship match the best match during one of the Wrestlemanias. He's bigger then the HOF, he doesn't need it really. And I don't know what to say about Lanny, I think he is making it up honestly.

Exactly...the WWE Hall of Fame is like the Rock N' Roll hall of fame, it's just an event to make bigger guys richer(not the guys being inducted but the people making the events and such) if it was really relevant better names would be in there now and whatnot.
