Stop changing the title. I understand you're trying to make the WWE fans angry, but it's pointless. It makes no sense. The question you're asking is "who is the best heel in wrestling?" and then limiting the options to two TNA stars. That's your opinion but it makes it an unbias poll and a LQ thread destined for TNA vs WWE arguments from Savage. So either add in more stars, or keep the title I've changed it to.

DB is a better wrestler, but as far as a heel goes? ADR is right there also, but neither are close to Bully Ray or Bobby Roode.

Bobby Roode all day. Bully is a great heel, and they are way above the rest in both businesses, in my opinion. Had to go with Roode because of how he does whatever it takes to win.

This is like Sophie's Choice to me. I really like both Bully Ray and Roode. They are both fantastic heels who really carry themselves well in that role. They're both easy to hate since they can be such assholes and act like everyone is beneath them. They're both great, simple as that.

Others have pointed out the small differences that give an edge in this race, and overall I agree. So instead of echoing those sentiments, I'll just leave it at I ultimately have to go with Roode. It's a close call, but when it comes right down to it I think he does come across as a slightly better heel than Bully.

I'm on Dolph's side here, it's clearly down to these two as the biggest heel in wrestling and it's not even close, but keeping the title on TNA is fine.

Miz booking sucks, usually it gets the fans to not respect you, but Bobby Roode really stood out by becoming enough of a heat magnet to overcome the bad booking and make a real credible champion out of himself.

Right now, he's carrying the Aces and Eights storyline on his back as guy who's pointing the finger at Storm, while also getting heat with Aries into his World Title match. Multitasking and doing both like an absolute boss. Bully may be the best overall character since he's so damn entertaining, but Roode's the best new heel we've seen in a long, long time.

I was going to mention that earlier. Roode is not only one half of the main event of the main event title match but is also carrying the biggest new storyline TNA has with Aces and Eights.
