To that point, I did think the WWF lower card guys had amazing characters for the most part (Russo's doing I guess?) so I loved that part...they just sucked ass at wrestling lol

Defintely Russo's doing. He beleived everyone shoudl have a character and a story. He does the same thing in WCW in 1999. Like Champagne Kanyon and Screamin' Norman.
