There's been cases in the past of managers and outside wrestlers coming into the ring during a match but the match continuing on as long as they don't end up laying a finger on any of the participants... but there's also been examples of the opposite, too. WWE has a bunch of rules that they bounce back and forth on and this is merely one of them (assuming the official verdict is Punk being DQed, which would be the only reasonable decision here.)

I wish WWE would settle on an absolute set of rules.

They go back and forth on a lot of things - for example, whether you can eliminate yourself in the Royal Rumble match or be eliminated by someone not in the match (which includes someone no longer in the match after they've already been tossed out.) Andre eliminated himself in 1989 but when Savage jumped over the top rope in 1992, Gorilla Monsoon pointed out that it didn't matter, Savage could only be eliminated by someone else in the match. Fast forward to 1997 when one of the Luchadors did a plancha over the top rope on someone without thinking, and the referees informed him he made a mistake and had accidentally taken himself out of the match. Another example is 2005 when Angle eliminated Michaels - JR pointed out that Angle wasn't allowed to eliminate anyone anymore since HBK already super kicked him over the top rope, but then the very next year, Michaels was eliminated by Shane McMahon, a guy not even in the Rumble, and it was an accepted elimination for HBK.

IMO, the set rule for the Rumble should be that you can't be eliminated by someone not officially in the match, whether that be someone who has already been eliminated or someone who was never in the match to begin with. I do think you should be able to eliminate yourself, though. Simple as that.

The Instant Replay rule is another rule that they sometimes arbitrarily drag out when convenient, like this year with Del Rio and Swagger at Extreme Rules. Having to defend the championship every 30 days without being stripped of the title is another. The case in this thread is another, which is that if anyone not involved in the match gets in the ring at all it results in a DQ for someone (I don't believe that should be the case at all, only when someone lays a finger on someone in a physically assaulting way should it matter.) It also used to be that you couldn't hold more than one championship at a time but thankfully, they got rid of that one and haven't gone back on it since.

I dunno who won, but if punk was dq'd those are some dumb ass rules. You can get dq'd for attacking someone else now?
