What he did was right, but i dont get how he didnt get the money back? If you turn in cash and no one claims it/it isnt stolen goods, he should get the money back. Instead, he got a plaque, and im betting 40k is long removed from police evidence.

That being said the people who raised money are amazing, although i think it takes away from the fact he gave 40k away essentially. I can tell you with 100% certainty i wouldnt have turned the money in before, and i certainly wouldnt do it now. If he wasnt homeless i doubt he gets the fundraiser, and all he gets is a plaque to keep where he sleeps.
