He dropped it to Sid at SVS and only vacated it once, as I said before who else could Vince put it on? If Hart was #1 Shawn was #2 and then there was a huge gap and with the NWO kicking Raw's ass in the ratings it needed to go on a top star. Bret should have appreciated it was the only viable business option.

Austin was a midcard act and held the IC title around this time lol, Taker was never a big draw also sadly.
