Rude was only a WCW International Heavyweight Champion which was a short-lived (but recognized) world title in WCW before it was unified with the main belt.

I believe Rude is the only guy that title would make eligible that wasn't already so yeah basically just deciding if Mitch can have Rude or not bc of that belt I say fuck it and allow it tbh, more of a case than Piper IMO. That WCW belt situation was weird af but it was kinda treated better than the WCW Championship when it existed.
