Also he did put Santana over knowing he was going out so he might not think THAT high of Ortiz, or he just couldn't help it bc he knew it was the right booking move

That’s a very good point and one that I was also thinking about. Because if Ortiz gets cut after basically ending his tag team with Santana for being fine with the creative choices that Tony is making, that would be the ultimate dick move.
