if I recall Billy Gunn had a Legends deal with WWE for his entire AEW run. And I know RVD performed wtih AEW while on a Legends Deal

For sure. Also AEW were honestly reaching for any anti-WWE selling points at the time I believe. Which is kinda funny in hindsight because all they really had to do was put on great matches and not book shit insultingly stupidly like 2019 WWE, and they were golden.

yeah it seems to be a case where if you just do it, they don't stop you but anyone that tries to be nice and ask if they can they're told they shouldn't. Or like Bret Hart who says he probably could do some aew stuff but doesn't see why he should cause any issues with his merch deals just in case lol
