one could think that and its plausible but its more that she's injured a few ppl and getting a rep for being unsafe/stiff, bombed her reign and maybe has a bit of a an ego. regarding toni, she was scheduled to go over rosa allegerdly, and then rosa declared she was hurt (which is legit). so I dont see her losing to Rosa when she comes back, I think Toni Time was always penciled in. Hayter is next imo
