no, and yes. He misspoke originally. Tony clarified that the winner of the tournament will be ROH and NJPW strong champion. So in a way he is defending his title every match in the sense that if he loses the whole thing he loses his titles. But every match Eddie is in is not also a title match. It's just like the old Super J thing where ppl throw in their titles while entering.
