They blocked rugrat, so unless there's a town jailkeeper (and if there is, they should really claim post haste) then they're not also killing him because what's the point. Rugrat was easily the most likely person any doctor would have been protecting, yet we can discern from the fact that he was blocked that they didn't try to kill him

Who else would you imagine mafia might try to kill, who would also be a good target for a doctor?

Im not really ruling out flay lying because it's always impossible to rule that out, I just think Odo being scum is by far the most likely explanation for all of the events. Either that or odo is one seriously unlucky boy and flay capitalised with some great forward thinking (which I'd commend him for tbh)

This isn't really true, I don't actively avoid making actions I don't think. It's usually relative to where I see my thread standing compared to my teammates. If I think they're in better positions than me then I have no problem making the kill lol. Obviously if I think my thread standing is good (or if I think im likely to be a tracker target for whatever reason) then I wouldnt
