Charlotte should stay away from the title for a while now for one much simpler reason: she doesn't need it. The true greats, the true draws, never need a belt. The belt needs them. That's literally what your first point is about.
Charlotte is a 4 time women's champion, which means that she has a status and duty to elevate others. Right now Natalya seems to be the one ready to be elevated and that's good. In fact, Natalya, Tamina and Carmella will benefit on the heel side. On the face side, they've positioned Becky Lynch as making the decision regarding should the fans accept Charlotte as a face. That elevates Becky. Those two will feud. It is the money match of the division but after that there's nothing to look forward to right now. Natalya seems to be the next champ in waiting and that's a good thing.
Asuka vs Charlotte is essentially guaranteed, and sooner rather than later. They started Asuka on her way to monster heel because they knew they were making Charlotte face. Once this face turn is complete Charlotte and Asuka will happen, probably around the same time as Natalya wins the title. Charlotte will then have a feud distract her attention, leaving the route clear for Lynch's second title reign.

I don't want Charlotte to hold a belt because she is just quite frankly not that good.
She's only as good as the person she works with. She's good at working with people better than her, but she cannot bring a lesser worker up a level.
Let her spend some time away from the belt to build on her ring abilities so she can get better at that. Otherwise we're going to run a 12 month Charlotte/Becky program in order to get good matches and we'll burn that program out as a result.
