I mean Kurt Angle is a realistic choice. He's currently not signed with anyone.

Well, Kurt was talking about coming out of retirement, so for our purposes he's available. Also, injured superstars are available for the draft, but the four available are Luke Harper, Emma, Tamina and Nikki Bella. Ryback is ineligible, and unless anyone actually drafts her, we probably won't be taking Rosa Mendes. Also, Triple H and the Undertaker are eligible, but the Rock would be a surprise return for our purposes.

Anyone who used to be in the WWE but has a contract elsewhere (ex. Rey Mysterio) CAN be drafted. However, they have to have been a member of WWE previously, so no people like Kenny Omega.
