Randy Orton won the IC title from Rob Van Dam on December 14th 2003 at Armageddon with Mick Foley as the guest referee. He lost the title to Edge on July 11th 2004 at Vengeance.

Diesel won the IC title from Razor Ramon on the April 13th 1994 episode of Superstars. He lost the title back to Ramon on August 29th 1994 at SummerSlam

IC title was meant to make Diesel into a monster, did it's job but he sported an unforgiveable mullet.

Orton gets my vote.

Orton's title reign brought some respectability back to the IC title so he gets my vote.

This is a toughie, Orton's reign was pretty important, and you could say that he was one of the last guys to have a IC Title reign which meant much before became just another title, then again because of the way he was being pushed towards the main event at the same time then maybe that did take away from the title a bit, also the way WWF built the whole story with Diesel and HBK was great, and at that time it was a good title for someone like Nash to have to get him ready, so I voted Diesel here.
