He's lost a lot of world title matches since returning and it wouldn't make much story sense to give him another match if he loses clean to KO. I mean they could do a DQ or count-out, but I think it wraps up the story easier if Reigns gets in as he was screwed, too, takes the fall, and then Rollins continues on towards to Hell in a Cell.
I think he means Trish and Lita also wrestled in bra and panties matches. Then they also busted their ass in the ring. RAW was just straight up garbage, shite segments and too many fillerish matches. Hopefully we get some awesome cruiserweight matches in a few weeks time to flesh out the show some more.
