It could be, but SRS backed up Dave on this as well. He's usually pretty careful about that. We'll never truly know. It doesn't matter, though. Cody not turning was the right call, either way.

I think Cena turning at Mania would’ve been a mistake actually.

Because the build from Chamber to Mania would be two carbon copies battling it out on the mic. That would be uninteresting.
