Hate to penalize someone like Ben just because he has never fielded a winning team. He sets his lineups everyday and made an attempt this year. Could have done more, ya.
KIF has only made 3 transactions all year so he would be at the top of my list as well.
NMS is still in playoff contention but has only made 4 moves all year/doesn't set his lineups.
BRJP doesn't participate in the thread but he has 100+ wins in the tough division this year, he's a legit fantasy player that we can't really get rid of. Even if he refuses to trade, etc.
Chase deserves another try, imo.
Everyone else doesn't even need to be mentioned cuz they're all good.

The bottomfeeders make trading possible in this year. Otherwise we'd have 6 managers and nobody would trade at all except maybe PSYCH, but he's a moron.
