Those were totally different situations. Brock was not under contract. The other people are still under contract and still getting paid.

the original "rule" was the 90 days only applied to televised events anyway so people would do indies as soon as they wanted, but it got really murky when all the indies started airing live

This is why Bryan Danielson wrestled an indie event after his release in Tie Gate. The match never been released to watch.
