Yes, think about it.

He advocates for a society controlled by a specific group of people, all others to be subjugated or wiped out entirely. He uses his cult of personality to control his followers, and as soon as his personality wavers, he faces mass defection. His policies are all about control of the media, government, and mass censorship while a secret police tortures and convicts those of minor slights against him.

a degree of eugenics maybe. i think the nazi get far too much credit - for anything compared to ethnic cleansing though. they weren't the first - aren't the last. i also think if Voldemort was a nazi role - they would have just tried to kill all the non-magic users from the get go.

He needed to control the government first, just as Hitler did. Plus he had been trying to do that the entire time, the issue was that he and his followers were being hunted down by the entire Wizarding world, so you can't really do an ethnic cleansing if you're being chased down and forced underground.
