It's hard to actually find a proper character tier that has all the characters. I notice half the STARS Bravo Team missing. And they added fucking movie characters in here too, like wtf.

I know , and that's why I enjoyed Vendetta so much, it's her only non-game appearance. No clue why she never was in any live movie or why she never appeared again in a game after Zero.
(Mercenaries in RE5 doesn't count)

Rebecca Chambers for sure deserves to be up there. I'm actually fairly high on Resident Evil Zero myself, so much so I platinumed it and even restarted a whole run because I soft locked myself before the Bat boss. Like most games I probably would have just quit right then, or at least took a lengthy break.

Love her character, and I find Billy Coen to be solid as well.
