They should, because Kevin Ryman and others fled the RPD hours before Jill arrives in the original game, I don't know if that counts for the remakes now though, since Jill no longer actually goes there.

They probably took liberties with the Remakes I imagine. At least they still acknowledge Outbreak exists

Outbreak was confirmed to be canon since at least 2010 I believe, the first in-game series acknowledgment as far as I'm aware was Alyssa Ashcroft's article in Resident Evil VII.
