Test won the IC title from Edge on the November 5th 2001 Raw. He lost the title to Edge in a Unification match also for the US title on November 18th 2001 at Survivor Series.

“Stone Coldâ€￾ won his first IC title from Owen Hart on August 3rd 1997 at SummerSlam. He vacated the title on September 8th 1997 due to a neck injury. He won his 2nd IC title from Hart on November 9th 1997 at Survivor Series. He lost the title to The Rock on the December 8th 1997 Raw when he handed it to him

Neither really did anything with the title. Austin couldn't defend his first IC title because of the neck injury and then the second he just gave it away which was odd. But even though he didn't do much it was better than Test's short run with the belt.

I chose Test, his matches were quite good against Edge and they were always enjoyable. He gets my vote here.

Austin didn't do much with the belt but him winning it was historic for all the wrong reasons. The feud with Owen when he came back was decent though, I went Austin.
