The Honky Tonk Man won the IC title from Ricky Steamboat on the June 13th 1987 Superstars of Wrestling. He lost the Title to the Ultimate Warrior at SummerSlam on August 29th 1988.

This was a tough call just because Honkey was such a classic heel champion in that old type of style, but I can never really vote against Punk in anything.

I know we are meant to vote on what they did whilst holding the IC title but Honky Tonk Man's actions in the past few years just annoy me so I have to go for Punk. Punk has been great whatever he has been doing in WWE and his IC title reign was no different.

Punk. Honky barely ever did defend his title, and when he did, he always lost by DQ via guitar shot. Punk all the way.

Honky got my vote. The guy had a phenomenal heel run with the title. I never liked him but loved to hate him. He was never credible but that was part of the reason his reign worked. I love Punk but can't go with him here.

I would agree with that last point, to me the fact that the guy came out dressed like Elvis and claimed to be the really king of Rock 'N'Roll. That was hot, what better way to get heat than that!
