The moves aren't completely banned... If Vince has enough cinfidence in you, he'll let you use certain moves. Dreamer has used the Piledriver this year on a couple of occasions, and HBK did a Piledriver on the steel steps to Cena at WM.

That's great when you have guys like Kane, Undertaker and Khali that use choke holds or slams as finishers and by the way WWE, great job reducing a way of a heel getting over with the crowd and really acting like a good heel.
