Clue 1: This Pokemon loves to scare people for it is how it feeds
Clue 2: This Pokemon loves to mimic the sound of a weeping person
Mimikyu seems like the obvious answer but it could be wrong.
Actually, not really if you know the Pokedex entries, and nope.
Clue 3: This Pokemon's evolution has been mentioned before and wears what some would call a pearl necklace.

Correct. According to several Pokedex entries, she can mimic the sound of a weeping person and in doing so it likes to scare the people who come to it as it feeds off their energy.
