What defines legal speed of an entrance ramp?

I received a ticket literally on an entrance ramp to the highway a thousand feet from where I live for traveling too fast toward the ramp. Where the ramp officially begins is a question I have also though. The officer says that the road that merges into the ramp highway is marked at 25mph and I was going 38mph which is true but there are no other signs before the highway either. If I passed the 25mph sign 1000ft from the highway at less then 25mph and then accelerated on the bridge leading to the ramp is this illegal? Is there a transitional speed limit which is unmarked but assumed or an official point where highway speed begins?
